The moon landing footage synced to a local radio broadcast I stumbled on at 2am

Found this old ham radio log from July 1969 at a garage sale in Akron, Ohio. Some guy in Cleveland wrote down exact times he heard the Apollo 11 transmissions, down to the second. So I synced his notes with the public NASA audio track. The delay between his recorded timestamps and the official feed was off by a solid 4 minutes, every single time. Either he faked the whole log or someone in the chain edited the tapes later. Has anyone else tried cross-referencing old local relay logs against the official broadcasts?
