Happened at our Saturday meetup in Denver when we hit round 4 and the table got dead quiet, then we found out he was secretly sitting on an action card that changes turn order. How do you all handle someone who bends rules mid game without killing the whole vibe?

Wait, is that not how everyone plays Twilight Imperium, with one hand under the table at all times? I mean, my group once lost 30 minutes because I was sitting on a trade agreement I forgot I even had, and nobody found it till I stood up for more chips. So I get the chaos, but the sneaky part is the issue here. If he just forgot, fine, it happens to all of us. If he was hiding it on purpose to spring it at the right moment, that's a whole different thing and someone needs to say it out loud at the table.
