The adoption agency said my file was ready, then they kept finding missing papers

I spent six weeks chasing down a social security card and a birth certificate correction that the agency said would take three days. By the time everything matched, the birth mother I'd been matched with had already chosen another family. Has anyone else had their timeline blown up by paperwork that should have been simple?

Is there any chance the "missing" papers were sitting in a file somewhere at their office the whole time? I had something similar happen, turns out someone just misfiled the documents and never looked for them.
