Back in 2018 I would always set up derailleurs by feel first, then check the barrel adjuster.
Now I start with the barrel adjuster screwed all the way in and do a full setup from scratch after a guy in the shop said it stops cable stretch from messing with the index. Do you think this extra step is worth the time on every single tune-up?

Screw the barrel adjuster all the way in before you start, it gives you a clean baseline and makes future adjustments way easier. I've got a couple bikes where cable stretch was always messing with my shifts after a month, and this trick literally fixed it overnight. Time spent on the front end saves you chasing ghost problems later, so yeah it's worth it on every tune-up.

Hold up, that sounds like a one-off problem. Most people I know have done it with zero issues. Your buddy might have just messed up the install or had a worn part already. The process is pretty straightforward if you follow the guide and take your time. Blaming the part itself seems unfair without more details. Could have been a simple mistake during the job.
