My entire basil crop got hit with downy mildew after that rainy week in May.

Some folks say to toss all the plants immediately, but others swear by a baking soda spray. What's the real move here?

My neighbor sprayed his tomatoes with baking soda and they looked like they got hit with bleach, so I'd just toss the plants and start over lol.

Three tablespoons of baking soda per gallon of water is actually a common recommendation for powdery mildew prevention, so maybe your neighbor just mixed it way too strong. I've used a lighter solution on my own tomatoes for years with no damage at all, @the_wesley, so the concentration really matters here. If you apply it early in the morning and not during the hot afternoon sun, it shouldn't cause any leaf burn either. Sounds like he might have gone overboard or left it on during the heat of the day, but that doesn't mean the whole method is bad.
