What specific multimeter test told you the compressor was fine?

Checked for continuity between the three terminals with the ohms setting. If you get a reading between each pair, the windings are good and it's probably a different issue.

Wait, hold up, you actually got a reading between all three pairs? That's wild, man. @anthonykim is probably gonna lose his mind over this too. Most of the time when I've messed with compressors I get nothing on at least one pair and it's already dead. So you're telling me the windings checked out fine but it still won't run? What else could be wrong then, a bad run capacitor or a locked rotor? That's a first for me hearing that scenario.
