My old legal file retrieval system finally gave out after 12 years

Last Tuesday I had to dig up a 2009 contract from a closed case and the local courthouse's microfilm machine broke while I was using it. The clerk told me they switched to digital scans last month but half the older records haven't been uploaded yet. Has anyone else dealt with county offices that are stuck halfway between paper and digital?

Our county is the same way... we've got records scattered across three different systems now. I spent two hours last month watching a clerk flip through a 2008 filing by hand because the scanner was down. It's like they're building the bridge while still rowing the boat.
