Warning: Stop using drywall anchors for towel bars in rentals

Ran a quick inspection on my apartment building's bathrooms and every single towel bar in 12 units has drywall anchors instead of going into studs. They all wobble after a few months, and I've already seen two pull right out of the wall taking chunks of paint with them. It's not about being lazy, I get that tenants don't want holes. But a 24 inch bar with a wet bath towel easily hits 15 pounds of pull force, and those little plastic anchors just can't hold that. I had this same issue in my own place in Austin, so I switched to toggle bolts and marked the stud locations with a pencil dot above the trim. Landlords end up patching bigger holes when the bar falls anyway, so why not just spend 20 minutes with a stud finder and do it right. Has anyone else seen this in their rentals, or is it just me noticing it everywhere?
