Found a 1990s map showing a planned third anchor store that never got built

I was digging through old city planning files for the Northgate Mall in Tacoma and found a site plan from 1992. It clearly shows a third anchor spot labeled for a JCPenney, but the whole wing was just never constructed. The mall opened with two anchors and stayed that way until it closed. Makes you wonder if that missing store was part of the reason it struggled from the start. Has anyone else found proof of a mall's original plan that just fell apart?

Actually, that missing anchor might have been a symptom, not the cause. Northgate had bigger problems with its location and the stores it did have. A third department store in the 90s might not have saved it from the bigger changes coming.
