That load chart myth about wind speed, anyone else told the same thing?

So I was reading the OSHA manual during a slow shift on the 180-ton in Corpus Christi and found out the 20 mph wind limit is actually a recommendation, not a hard rule like my last foreman claimed. He always made us shut down at exactly 20 mph, even on a Liebherr with the full chart in front of us. The real limit depends on the radius, the load, and the specific crane's chart, some of them are fine up to 30 mph with a small pick. I double checked the manufacturer's specs online and it matches, so now I'm wondering if that old guy was just being cautious or flat out wrong. Has anyone else run into a supervisor who treats that 20 mph number like it's carved in stone?
