Heard a PM say safety bonuses are just a checkbox, walked out of the meeting

Last week in a project meeting in Austin, a senior PM called the quarterly safety bonus a way to keep the insurance guy quiet. The crew caught wind of it and now no one cares about the incentive, they just do the bare minimum. If you're not going to treat the bonus as real money tied to real behavior, why pretend it means anything at all? Has anyone else seen a safety incentive program lose all its pull because management showed their hand?
