Leveling a cracked garage floor turned into a 6 week battle

Poured self leveler in a 400 square foot garage in Austin and it kept bubbling up through old crack patches, took 4 tries with different primers before I got it flat... has anyone dealt with old crack sealer refusing to bond under self leveler?
