I remember reading a Gamers Nexus article that tested PSU temperatures with the fan facing both ways in a standard ATX case. The difference was like 2-3 degrees under load, which basically means nothing in real world use. A lot of modern cases have bottom vents with dust filters anyway so the "facing down" thing is more about preventing it from sucking in carpet lint. Honestly if your case has a bottom mount and you're on hardwood it probably doesn't matter much.
