One tenant dragged out a lease renewal for 5 months and I still can't get over it

I manage a small strip mall in Tacoma and one retail tenant kept telling me they were 'almost ready to sign' every time I called. We're talking 5 months of back and forth, and each time they had a new excuse about their lawyer or their partner being out of town. Turns out they were shopping my space against a bigger developer two blocks away the whole time. They finally walked when I offered a $500/month break, and I wasted an entire quarter of marketing to other prospects on a space everyone thought was taken. Has anyone else dealt with a tenant who strings you along just to use your offer as leverage elsewhere?
