Saw a welding cart on a barge in Port Arthur with no chain on the bottles, and I can't stop thinking about it
I was doing a quick inspection job on a barge moored in Port Arthur last Tuesday and walked past a welding setup staged right on the deck edge. Both bottles were just sitting in the cart, no chain, no strap, nothing, maybe 2 feet from the open side. The deck hand shrugged and said the regular guy was off that day. If that barge had rolled even a little, those things are going over the side and now you've got a torpedo in the water with a diver underneath it. Does anyone here have a hard rule about who checks the bottle tie downs before a dive goes in, or is it just whoever notices?
Did your buddy see the same thing happen somewhere? A friend of mine watched a loose bottle go off a deck in Galveston years ago and he still brings it up every time we talk safety. So yeah, I'd say the diver or the tender should be the one doing a quick walk around before anyone gets wet, not just whoever happens to notice.
