Watched my neighbor run his sprinklers for 3 hours during a rainstorm last Tuesday and wanted to scream

I spent 10 minutes walking over to his house in the downpour to tell him to shut them off and he just shrugged and said 'the timer's set, I don't mess with it' has anyone else dealt with people who refuse to adjust their watering schedules?
