Honestly, the basement or humid summer might not be the real villain here. That wavy carpet could just as easily be from a cheap underpad that failed or a really bad installation job from the start. Sometimes the materials just buckle on their own without any help from the weather.

Man, like @abbycraig mentioned, basements are tricky but I read that humidity alone can make carpets buckle real quick. That old guy knew his stuff.
