Overheard a broker quote $2,800 for a 400 mile move today

I was at a coffee shop in Tampa and this guy next to me was on the phone with a broker about hauling his Mustang from Miami to Atlanta. The quote was $2,800 for roughly 400 miles. That's like $7 a mile, which seems INSANE to me. I moved a sedan from Denver to Phoenix last spring for $1,100, about 850 miles. I know prices changed but not THAT much. He hung up and said he was going to just drive it himself with a tow dolly for like $250 in gas. Honestly I think he had the right idea. Is this just the new normal for open transport? Or was that broker just padding the price because the guy sounded desperate? Has anyone else gotten quotes that seemed way out of line lately?
