Every broker I called quoted me the same lie about enclosed shipping

Last month I needed to move a 1967 Camaro from Spokane to Boise and three different brokers swore they had enclosed trailers running that route weekly. Two of them gave me dates, took a deposit, then called back saying the only option was open deck. I ended up using a local guy with one truck who charges by the mile, and he showed up with a proper air-ride enclosed rig, no surprises. So my question is, how do you guys filter out the resellers who just say whatever to get the booking? I'd rather pay extra for someone who actually owns the trailer.
