Saw a server rack at a Tulsa tire shop that belongs in a museum

Stopped by a tire shop in Tulsa last Tuesday to get a slow leak patched and the guy let me poke around the back office while I waited. The network rack in the corner had 14 ethernet runs all zip tied to a single ground wire like some kind of vine, and one cable was just draped over a fluorescent light fixture. I asked who set it up and he said a guy who quit 6 years ago, so now nobody touches it out of fear. The stress on those connectors at the tight bend radius was painful to look at. I told him a $12 roll of velcro and an hour would fix most of it, but he said the shop owner thinks it's fine since the internet still works. Has anyone here ever offered to clean up a rack at a small business and had it go well, or does it always turn into a thing?
