Can we talk about frozen veggie bags that are secretly more expensive than fresh?

At the Kroger on 12th street I noticed a 12 oz bag of frozen green beans was $2.49 while a pound of fresh ones was $1.99. That's about double the price per pound once you account for the water weight in the frozen bag. I started checking other produce and it's not just green beans, frozen corn and peas are often marked up too. So why do we keep pushing frozen as the cheap option? Is there a specific brand or store where frozen actually wins out, or am I just shopping wrong?

Honestly, I felt this in my soul because I've been burned by the exact same thing. Last month I grabbed a bag of frozen broccoli thinking I was being smart with my budget, and it was like $3.50 for what cooked down to nothing, while the fresh head was right there for $2. I get that frozen is supposed to be about convenience and not wasting food, but it genuinely stings when you do the math and realize you're paying extra for water and plastic. Tbh, I've started checking the price per pound on the shelf tags every single time now, and it's wild how often the "cheap" frozen aisle is just lying to us. You're not shopping wrong at all, the stores are just banking on us not doing the math.
