Took me 3 tries to figure out why my book cloth was bubbling up

I kept getting these little air bubbles on the covers of my hardback bindings. First try I thought it was the glue temp. Second try I used a bone folder to smooth it out harder. Still bubbled. Finally realized I was using way too much PVA and not letting it tack up long enough before laying the cloth down. Cut my glue amount in half and waited like 45 seconds and boom, flat every time now. Anyone else fight with this for way too long?
