Saw a place listed at $1,650 and the guy before me signed at $1,400 the same day

I toured a one bedroom in Portland last Tuesday and the manager told me the price was $1,650. While I was still standing in the kitchen, another guy walked in, talked to her for five minutes, and signed a lease for $1,400. I asked her why he got a lower number and she said he asked about the price on their site from two months ago. I just stood there feeling like a chump for not checking old listings before showing up. Has anyone else had luck quoting a past price back at a landlord?
